If you mean a "bumper" to stop the center stand from hitting hard stuff when it retracts, then yes.
I just finished the TRex center stand install. The pair of springs was a challenge. Like VisionDonNebr, I have some distant memories of replacing brake shoes and dealing with those similar springs. After reading about the problems people have had installing the TRex springs, I arrogantly thought, "I can do that!"
I got the springs on, but I devised a somewhat different technique. With the small spring still inside the larger spring, I simply levered the larger spring onto the lower peg by itself (using a medium length blade screwdriver). Then, I put the lower end of the smaller spring on the bottom peg and, with the screwdriver, levered the smaller spring onto the upper peg.
Here is another hint: at least get the bolts started on the legs of the stand before installing the piece with the bumper. It just gets in the way.
