First disconnect the bulb from the harness by pulling it off. Next take the water sealing boot off by pulling it off. I believe you push the clip towards the opposite side and down some and the clip will slide away like a door, it is hinged. Install is the same reversed. The bulb will only install one way, it is shaped for fitment. The boot is also one way, it says on it which way to be.

Hope you see this in time to help you out. Here is a youtube vid on how to do it on a Honda. It is about 4.03 into the video:

Pretty much the same way you see in this video. It clearly shows the hinge so you can get an idea of how to unclip it.

@jfc77320, @Rebel13, @Thumper, that was IT!

I think the owners manual may be incorrect. The manual on p. 130 says to "press the pin down." Instead, I pressed the pin IN first (and then I think I pressed it up) to release the pin. Either way, you need to press IN first, before either an up or down press, to release the pin.

The video clearly shows the pin at 4:00 in. Thanks to this thread and everyone who added to it, I had easily removed the plug and dust cover. It was the pin that was a PITA!

Light is installed and I now have a high beam again. Thank you everyone!

@Thumper, that video was awesome, it totally showed me what I needed to know. I didn't take off any tupperware. I have bitty hands and some things you can do without seeing it, ie removing and installing the dust cover. "-)
